What is the difference between prompt engineering and fine-tuning?

Prompt engineering modifies what you send to the model without changing weights. Fine-tuning updates the model itself by training on new data. Prompt engineering is instant, free, and reversible. Fine-tuning is slower, costs compute, and produces a specialized model. Most teams start with prompt engineering and only fine-tune when prompting cannot achieve the desired behavior.
